Hybrid shipments in e-Delivery - do commercial providers offer such a service?
The introduction of the e-Delivery service is one of the key elements in the digitization of administration and business communications. It allows documents to be sent electronically as required by law, replacing traditional paper correspondence. However, not all entities have access to e-Delivery boxes, which raises the question: do commercial providers offer a hybrid service, i.e. the ability to convert electronic correspondence into traditional paper form?
What is a hybrid service in e-Delivery?
Hybrid service involves the sender sending a document electronically, and then the operator converts it into a paper shipment by printing the document and delivering it in the traditional manner. This is primarily used in situations where the recipient does not have an electronic delivery address.
Public Hybrid Service (PUH) - a solution offered by the Polish Postal Service
At the moment, the Public Hybrid Service (PUH) is implemented by the designated operator, the Polish Post. PUH allows public entities to send electronic correspondence to recipients who do not have an e-Delivery box. In this case, the electronic document is converted to paper and delivered in physical form by the Polish Post.
Commercial e-Delivery providers vs. hybrid shipments
Commercial e-Delivery service providers such as Asseco Data Systems and other companies offering Qualified Registered Electronic Delivery Service (KURDE), focus mainly on providing secure digital document circulation. Their offerings do not normally include a hybrid service, i.e. the conversion of electronic correspondence into paper mail.
Alternatives for companies and institutions
Companies that would like to use the hybrid service can work directly with the Polish Postal Service or external providers of printing and mailing traditional mail. It is also possible to implement internal processes for converting electronic documents into paper form and sending them in-house. The choice of cooperation model mostly depends on the volume of mail, available resources and the requirements of RODO.
Currently, hybrid e-Delivery parcels are mainly available through the Polish Postal Service's Public Hybrid Service. Commercial providers focus on providing digital delivery services, but do not offer automatic conversion of documents to paper form. In the future, as the market develops, it may be possible for the private sector to introduce such services as well. In the meantime, those looking for such a solution should use the offer of a designated operator or arrange printing and delivery of traditional correspondence themselves.
