Is it possible to choose an e-Delivery provider?
As of 2025, Poland has an e-Delivery system, which introduces electronic delivery of correspondence for public administration, businesses and citizens. The new system replaces traditional registered letters and aims to improve communication with offices and increase the security of information sent. But do users have the option of choosing an e-Delivery service provider? Let's take a look at this question.
Providers of e-Delivery service in Poland
There are two categories of e-Government service providers in Poland:
- Designated supplier - Currently, this role is performed by the Polish Post Office.
- Commercial suppliers - Private companies that have obtained certification from the Ministry of Digitization and are listed in the register of qualified providers - e.g. Asseco Data System
Poczta Polska, as a designated provider, is obliged to provide the e-Delivery service to the public administration and other entities required to use this system by law.
One of the commercial vendors in Poland is Asseco Data Systems. It is also worth mentioning that podpisano.pl is authorized partner of Certum by Asseco, which offers solutions related to e-Delivery and electronic signatures.
Who is the mandatory supplier to the government?
In accordance with the regulations, the public administration is required to use e-Delivery services only through a designated provider, which by 2025 is Polish Post. This means that offices, courts, prosecutors' offices and other public institutions cannot choose their own provider for this service - they are obliged to use the platform provided by the Polish Post.
Can a commercial provider be used?
Private entities - such as entrepreneurs and individuals - can use commercial suppliers, as long as they choose to do so and if the supplier in question meets the legal requirements of the law. A key condition is that the provider must have the status of a qualified provider of the e-Guarantee service and be included in the official register maintained by the Ministry of Digitization.
It is worth remembering, however, that if the public administration sends messages within the framework of e-Delivery, this is done exclusively through the Polish Post. This means that even if a private user uses a commercial provider, his correspondence with the authorities will still be handled by the designated provider.
Advantages of using commercial suppliers
Choosing a commercial provider can bring a number of benefits to users, such as:
- Greater flexibility - The ability to choose a supplier that offers the best customized solutions.
- Better integration with other services - Commercial providers often offer additional solutions, such as integrated electronic signatures or document archiving.
- Faster service - In some cases, commercial providers may offer more efficient service delivery than a designated operator.
- Additional functionalities - such as document status tracking, advanced reporting systems or integration with ERP systems.
- Technical support and customer service - often more extensive and tailored to the needs of business users.
- Integration with document workflow management systems - The possibility of plugging in through the API of the e-Delivery system into the internal bloodstream of the company, which is the electronic document workflow (regardless of the chosen system)
How long will the Polish Post Office be the designated supplier?
For the time being, the Polish Post Office serves as a designated supplier until December 31, 2025. After this period, the Ministry of Digitization can announce a new designated supplier or extend the term of the existing entity. This means that until the end of 2025, the public administration does not have the option of choosing another supplier.
The ability to choose an e-Delivery provider depends on who is using the service. Public administration is obliged to use only the services of the Polish Post until the end of 2025. Entrepreneurs and individuals, on the other hand, can choose a commercial provider, provided the provider is qualified.
