Law on electronic delivery - purpose, rules and implementation schedule
The traditional form of official delivery, based on registered letters, generates high costs, takes time and is prone to various organizational difficulties. In order to streamline the process of communication between the public administration, businesses and citizens, a law on electronic delivery was introduced (Journal of Laws 2020, item 2320), enacted on November 18, 2020.
The new legislation stipulates that official correspondence will gradually be done electronically, which is expected to bring many benefits, such as greater convenience, cost savings and faster handling of administrative matters.
Purpose and importance of the law on electronic delivery
The main goal of the law is to streamline communication between citizens, companies and public institutions. The previous practice of sending documents in paper form was costly, time-consuming and required physical receipt of correspondence. The new system introduces registered electronic delivery, which has the same legal force as registered letters with acknowledgment of receipt.

How does the electronic delivery system work?
The basis of the new system is public service of registered electronic delivery (e-Delivery), which ensures effective and legally binding delivery of correspondence in digital form.
Key elements of the system
🔹 Electronic delivery address (ADE) - Each entity required to use e-Delivery will receive a unique address to replace the traditional mailing address.
🔹 Database of Electronic Addresses (BAE) - A registry of all e-Delivery addresses maintained by the Ministry of Digitization.
🔹 e-Delivery system - A platform for sending and receiving official messages in a recorded and confirmed manner.
